Early Childhood Stakeholders Committee
The Early Childhood Stakeholders Committee is comprised of various organizations throughout Harford County who have a stake in the lives of young children. In September, 2005, the committee conducted a collaborative, strategic planning process which included an analysis of key data pertaining to early childhood. Results of this process can be found in the strategic plan below. The Early Childhood Stakeholders Committee continues to meet on a regular basis to discuss and work on collaboratively meeting the needs of young children in Harford County. Provides autism services, epilepsy services and support services to children and families of differing abilities. In addition, Project ACT works to include children with disabilities in community child care settings and to train educators to provide more inclusive opportunities for children.

Provides resources to child care providers to help improve the quality of child care and to provide resources to parents to find quality child care. Also offers trainings for licensed child care providers.

Provides services, refers citizens to appropriate helping agencies and supports program and legislation which stabilizes the family unit. By working closely with county, state and private agencies, the department continuously creates a network of core services for citizens.

Provides programming to empower families to be self-sufficient including family preservation and case management services.

Provides early intervention services to children, birth to age three, who have delays in development, are demonstrating atypical development, or who are at risk for developmental delay due to a diagnosed condition.

Oversees Harford County’s System of Care that provides a multiple points of entry approach, meaning there is “no wrong door” for children and families to receive services.

Provides access to information and promotes the love of reading within the community. Information resource “Ask Us Now!” is a live online interactive service that links patrons with a librarian to answer questions.

The Office of Early Childhood provides pre-kindergarten for eligible four year olds and a full day kindergarten program. The Office of Special Education provides Child Find, a resource used to locate and identify students with disabilities residing in Harford County.
Inner County Outreach
Inner County Outreach is a ministry of the Aberdeen Bible Church that provides a variety of programs and services to address academic success, advocacy, affordable housing, homelessness, leadership development, out of home placement, parenting, socialization and substance abuse.

Oversees the Harford County Family Navigator who works to empower families caring for children with special needs by providing individual family-to-family support, education, advocacy, coaching information, referral and follow-up.
